IEEE requires you to use the abbreviated names of journal titles. To do so, you will remove filler words (of, the, etc.) and use standard abbreviations for other words in the journal title. Consult pages 18-21 of the IEEE Reference Guide for the accepted abbreviations of common journal title words.
